Campaign
- That a ceiling or cap on carbon dioxide and other greenhouse gas (ghg) emissions should be agreed that returns the planet to a safe climate.
- That the ceiling be reduced annually to reduce emissions over time to avoid catastrophic climate change.
- That the right to emit greenhouse gases is a human right, and the tonnage of gases set by the cap should therefore be shared on an equal-per-capita basis, with entitlements going to each individual rather than to their governments.
- That the developed economies have no right or claim to greater per capita emissions than any other nation.
- That a proportion of the cap equivalent to household use of energy be made available to householders without charge to cover househld energy and private travel energy use.
- The balance be auctioned to business and government in a market where the price would rise and falls such that the business and government demand for carbon emissions would not exceed the budget target for business carbon emissions
- That any national scheme should be designed as a possible prototype for a global system and that, ideally, it should also help alleviate poverty and maintain biodiversity.
